Four departments to verify the implementation of social policy

On July 31st, the National Development and Reform Commission, the National Health and Family Planning Commission, the Ministry of Finance, and the Ministry of Human Resources and Social Sciences jointly issued the "Notice on Launching a Special Verification of the Implementation of Social Policy on Medical Services." From the middle of July to October this year, the four departments will unite. In response to the implementation of the social policy on medical treatment, special verification is carried out. The verification method is a combination of self-inspection and spot check.

The "Notice" requires that special inspections be carried out in accordance with the implementation of the policy on social medical treatment in the "Several Opinions of the State Council on Promoting the Development of the Health Services Industry" and other related documents. The specific timetable is as follows: All localities shall carry out comprehensive self-inspection work from mid-July to the end of August. The self-examination shall be completed before the end of August; the problems identified during the inspection shall be studied and rectified in a centralized manner in September, and the results of self-examination and rectification before September 30th Reported to the National Development and Reform Commission. The National Development and Reform Commission and other four departments formed a joint working group from the end of August to the middle of September to go to local inspections, and submitted special inspection and rectification reports to the State Council in October.

The "Notice" proposed that the self-examination implementation plan should refine and quantify the contents of inspections, clarify the division of labor, implement responsibilities, and ensure that the verification and rectification work is effective. When conducting random inspections, it is necessary to check against the policies put forward in the relevant documents and check the implementation of each item in the actual implementation. We must conduct in-depth key inspections, clean-ups, and rectifications on issues that are prominently reflected in socially-run medical institutions, and weaknesses in policy implementation. After verification, it is necessary to carefully analyze and sort out the problems identified and can be immediately corrected. We must immediately arrange corrections and give feedback to the results; if we need to amend local regulations or formulate concrete implementation measures to bring the policy to the ground, we must clearly put forward rectification measures and deadlines for completion.
